工作中遇到《传染病防治法》第四条的引用，不敢自己随意翻，去查双语文本。可是商务部的网站上只找到了1989旧版的英文，和2013年修订有挺多出入，特别是没有涉及近年比较重大的流行病SARS和禽流感。
只好自己翻出来，参考了1989版其他条款中涉及这一部分内容的译文。贴出来，欢迎大家指正。
中华人民共和国传染病防治法（2013修正）
第四条 对乙类传染病中传染性非典型肺炎、炭疽中的肺炭疽和人感染高致病性禽流感，采取本法所称甲类传染病的预防、控制措施。其他乙类传染病和突发原因不明的传染病需要采取本法所称甲类传染病的预防、控制措施的，由国务院卫生行政部门及时报经国务院批准后予以公布、实施。
需要解除依照前款规定采取的甲类传染病预防、控制措施的，由国务院卫生行政部门报经国务院批准后予以公布。
省、自治区、直辖市人民政府对本行政区域内常见、多发的其他地方性传染病，可以根据情况决定按照乙类或者丙类传染病管理并予以公布，报国务院卫生行政部门备案。
For patients of SARS as a type of B Class infectious diseases, pulmonary anthrax as a type of anthrax and highly pathogenic avian influenza, prevention and control measures for A Class infectious diseases referred to in the Law shall be taken. For other B Class infectious diseases and the outbreak of infectious diseases of unknown etiology that require the prevention and control measures for A Class infectious diseases referred to in the Law, the measures shall be reported timely by the health administration department under the State Council to the State Council and approved before being announced and taken.
The termination of the prevention and control measures for A Class infectious diseases taken in accordance with the preceding paragraphs shall be reported by the health administration department under the State Council to the State Council and approved before being announced.
For other common and frequent endemic infectious diseases within their respective jurisdictions, the people’s governments of provinces，autonomous regions and municipalities may take measures designed for B Class or C Class infectious diseases, make announcement accordingly and report the outbreak to the health administration department under the State Council.
