I am applying for acceptance into your graduate program for a Doctor’s degree in statistics. I plan to begin my studies in the fall of 1998. Nature is full of mysteries, one of which seems to be its apparent readiness to conform with mathematical principles. Such mysteries have fascinated me since my childhood, prompting me to avidly read scientific writings by Hua Lougeng, China’s most celebrated mathematician in the modern era, even while I was still in primary school. In addition to courses of statistics and mathematics, I spent a lot of time and energy learning such practical skills as computer programming and the application of some new software systems in statistics. After graduation in 1990, I taught statistics for four years at another university until I decided that I had to satisfy my curiosity further and learn more. In 1994, I joined a graduate program at the Beijing Polytechnic University, where I concentrated my studies in the area of artificial intelligence.

Never a bookworm, I presided over a sampling survey of the middle schools in Shanghai, and published my findings in the ECNU journal. The topic for my graduation paper, the problem of slow server, was actually culled from an article published in pursuing more advanced studies in a technologically more advanced country such as the United States. These journals provided me the necessary quality and amount of reference materials t keep me informed of the cutting edge of the field. The new method that I used in my research and my smooth answers at my defense of the paper could all trace their origin back to the journals that I had read. On the basis of my strong defense, the supervising committee decided unanimously t grant me an unequivocal A for my graduation paper. During the period of my graduate studies, I learned more about the realization technology (not sure what you are trying to say) by using computer programming. In image processing, I used the multianalysis and category theory in statistics, and I helped to institute a recognition system for major fingerprint characteristics. I have basically two main reasons to wish for further studies abroad. First, the rapid development of the statistical science fascinates me, and I would like to stand firmly on the cutting edge of the field by having myself grounded in more advanced theories. Second, the market research that I am now involved in is pushing me to master newer and better methodologies, I believe that graduate studies with your department is one of the best ways for me to attain both purposes.

如何达到公费出国留学条件

一、申请者应具备的基本条件：

(1)热爱社会主义祖国,具有良好的思想和业务素质并在工作、学习中表现突出，具有学成回国为祖国建设服务的事业心和责任感。

(2)申请者应为高等院校、企事业单位、各级行政单位、科研单位的正式工作人员或注册在读学生。暂不受理无业人员、个体从业者及正在境外学习或工作人员的申请。

曾享受国家留学基金资助出国留学的人员，回国后工作一般须满五年方可再次申请国家留学基金资助。

(3)具有相当的学术水平和业务能力。

(4)身心健康(须附市级以上医院出具的体检证明)。

(5)外语水平须达到留学基金委规定的标准，具体要求请见《2005年国家留学基金资助出国留学外语条件要求及有关情况说明》。

1、申请具体出国留学项目的，应符合有关出国留学项目规定的具体条件。

2、出国大学生和研究生的外语能力必须达到能听课的水平。

二、公费出国留学申请类别及要求

1、博士研究生

申请时年龄不超过35岁(1976年3月20日以后出生)，具有硕士学位，或申请时为应届本科毕业生，或在读硕士生(含应届硕士毕业生)或博士一年级学生。来自高等院校的申请人申请时应为就读高校的全日制在读学生(委托培养和定向生除外)。申请时须提交国外教育机构的入学通知书或邀请信复印件、免学费或获得学费资助证明复印件、经国外导师签字的学习计划(外文)、雅思/托福考试成绩单复印件或外方院校/导师出具的外语合格证明。入学时间原则上为申请当年。

2、联合培养博士生

申请时应为就读高校/科研机构的全日制优秀在读博士研究生，年龄不超过35岁(1976年3月20日以后出生);申请时需提交国外教育机构出具的入学通知书或正式邀请信复印件、国内外导师共同制定的研修计划、就读学校学籍证明、推选单位出具的外语考试(核)证明或外方院校、导师出具的外语合格证明或雅思/托福/WSK考试成绩单复印件、及可能发生的与学习相关费用说明;入学时间为申请当年。申请人如无法在规定毕业时间内完成留学计划，需推选单位单独出具同意推迟答辩、毕业的书面证明。

3、硕士研究生

申请时年龄不超过30岁(1981年3月20日以后出生)，应具有学士学位，或为优秀应届本科毕业生;申请时须提交国外教育机构出具的入学通知书复印件。仅限申请现有硕士研究生项目，详见《20xx年国家留学基金资助出国留学项目一览表及项目指南》。

4、访问学者(含博士后研究)或高级研究学者。

曾经享受国家留学基金资助出国留学的人员，回国后工作须满五年方可再次申请。

三、公费出国留学申请办法

凡符合本简章及有关出国留学项目规定申报条件的中国公民，均可按规定的程序和办法申请国家留学基金资助出国留学。

1、国家留学基金全额资助项目、与有关国家互换奖学金项目按照“个人申请，专家评审，平等竞争，择优录取”的方式进行选拔，并由留学基金委委托有关国家留学基金申请受理机构(以下简称受理机构)受理，留学基金委不直接受理个人及单位的申请。受理机构负责接受咨询、受理申请材料及对材料进行审核等事宜。各受理机构的地址及电话请上_网查询。

自2005年1月5日起，各受理机构将具体提供有关咨询并受理申请。受理申请截止日期为2005年3月10日。

2、专项出国留学项目及有关合作项目按照“个人申请，单位推荐，专家评审，平等竞争，择优录取”的方式进行选拔，由各有关单位按项目要求统一组织申报并提交申请材料，留学基金委不受理个人申请。

部分项目如高校基础课任课教师出国研修项目、俄罗斯艺术类项目等，留学基金委将委托有关受理机构受理申请(具体项目请查阅附件五《通过受理机构申请项目一览表》)。

其他项目由留学基金委按项目要求直接受理申请。部分项目的遴选事宜，留学基金委将及时在_网上公布并将遴选通知发至有关单位，在此之前暂不受理申请。具体申请办法请查阅《2005年国家留学基金资助出国留学项目指南》。

四、公费出国留学申请者应提交以下申请材料：

(1)《国家留学基金管理委员会出国留学申请表》(2005年版);

(2)本人所在单位出具的由单位负责人签发和盖有单位公章的《单位推荐意见表》;

(3)两份由具有正高级专业技术职务专家、学者出具并署名的推荐信(固定样式);

(4)工作简历;

(5)获奖证书复印件(若无可不附);

(6)国外单位邀请信复印件(若无可不附);

(7)身份证、职称证书、学历、学位证书复印件;

(8)外语水平证明复印件(若无可不附);

(9)体检表原件;

(10)有关项目要求提交的其他材料;

(11)《出国留学专家评审意见表》;

(12)《CSC出国留学基金申请人员信息一览表》。

As a result under the Chinese socialist system, these companies not only lack a spirit of competition, but are also hopelessly overstaffed. There is a definite need to cut back on workers, many of whom are unskilled and present an unnecessary burden on these companies.

The fundamental problem here is that China lacks unemployment and social security programs, which would be able to assist and re-train these workers should they be laid off. As there are no options for them, the companies are forced to retain these laborers, creating a stagnant state which limits both production levels and net profits. While foreign-imported goods and foreign companies were scare in China, this was not a major problem. However, the influx of foreign goods and corporations has forced China into a predicament where it can no longer afford to maintain useless employees for the benefit of the State. Should the situation here continue unchecked, China risks loosing its domestic marked to foreign companies.

These ideas were the result of my field research conducted during my junior year. During that time, I studied first-hand edly China’s system of public economics and found it lacking in many ways. I feel that if China is ever to be a serious competitor in the world market it needs first to develop a more progressive system of public policies. For this, China will have to look to other systems, which have struggled and successfully handled this same problem. My goal is to continue my education in the United States where I can not only witness the dynamics of an economic system different from ours, but also study the ways in which America’s public policy could be adapted and utilized by China.

In terms of global economics, China still has much to learn. The government is far from reconciling itself with many of the principles that underlie the modern market. I also feel that the Chinese situation is unique, and , that in order to be successful, policy makers must take into consideration regional characteristics, historical tradition and social psychology when defining the course of the future. However, it is also essential that the future generations of leaders, administrators and teachers learn from other countries in order to better understand the complexity of China’s role within the global economic situation.

The more China’s economy is prosperous, the more it needs its own economists. Therefore, at the end of my graduate study, I intend to return to my country and contribute to China’s economic progress. I can not recall a single day of my life when I haven't enjoyed the pleasures of literature; whether reading one of Blake's poems or, Ken Kesey's novels I have always felt enthusiasm for the English language. I developed this interest further during my study of AS-level English where I particularly enjoyed exploring language acquisition and investigating the linguistic difference of British and American sports commentary. As a result of reading books such as 'Brave new world' and 'The Da Vinci code' I have been inspired to write a novel, and I would ultimately hope to see this published. I would also like to study the classics, such as Shakespeare, Chaucer, Fitzgerald and Hemingway; I believe that a thorough investigation of the way the English language is used in literature is, apart from being fascinating in its own right, a sound grounding for later life.

I believe that the experience of university is principally a beneficial life lesson: a necessary tool to broaden my reading and intellectual horizons. I trust the stimuli I shall receive from university will be extremely important; in particular being in the company of other writers and like minded people is an environment I would thrive in. I feel this would lead to a constructive atmosphere and consequently, the perfect challenge for me.

Having spent over a year in full time employment as a Legal Advisor I have learnt many things: most notably time management on account of being required to organise the workday schedule for me and others. Also in my area of work there is a need for fast turnover which has taught me to thrive under pressure, yet the daily challenge of uncooperative clients means I have to alter my approach to suit, consequently my communication skills are essential and help me adapt with ease.

During my time in sixth form I enhanced my diplomatic skills - such as analytical debate and cooperation with people of different opinions - whilst serving as my schools representative to the Stafford collegiate forum. Another significant influence has been a trip I made to Romania; there I worked with deprived communities and taught disadvantaged children to play the guitar - whilst delivering various donated musical instruments to several churches. This was a very valuable experience for me, as a result I would like to be in a position, within my chosen career, to help others in a similar position in the future.

In my spare time I take pleasure in various hobbies: I enjoy attending my local book club where we read a diverse collection of literature from Allen Ginsberg and William Borroughs to Danny Scheinmann. 艺术类奖学金是针对在西班牙留学的艺术课程取得优异成绩所获得的奖学金作为鼓励。申请艺术类奖学金，申请者必须是从事与艺术相关的，或者是正在攻读艺术学位的学生，其次，申请者在申请后成为候选人，候选人需要被文化中心或与文化艺术有关的企业接收。一般来说奖学金其数额还不足以来支付生活费用的，只是国家政府提供给那些从事西班牙短期教育学习的，作为其学习课程的延续的费用。

具体要求如下：

西班牙留学申请人必须使用附录中提供的表格。

西班牙国际合作提供造型艺术、文学、视听、舞台艺术和音乐的艺术类奖学金。

候选人必须被某研究个心、文化中心或与文化艺术有关的企业接收，以便在西班牙完成既定计划。

西班牙留学申请人必须从事与之有关的职业，或/和具有相关的学位。如果申请人没有学位则无须提供所要求的材料。

候选人在递交申请的同时必须附上一份简要的计划和其接受单位明确表明愿按申请人提议的方式和期限接纳他的接收信。

这方面和其他专业的是一样的要求，也是需要做经济相关的留学准备。在开始申请前要先把作为保证金的钱存进银行，还要让银行开好证明。

留学西班牙学生不要做的事

1、逃课

一方面，家长将我们送出国门并不容易;另一方面，西班牙的教学质量以及欧盟教育体制是吸引我们出去的主要原因。基于此，我们没有理由选择不用功甚至是逃课。逃课不仅是浪费金钱，更是一种对家人、对自己不负责任的表现。

除此之外，西班牙大学本科现在对学生的出勤率均有要求，出勤率也是目前大学期末综合考评的标准之一。若出勤率过低，会导致学生专业课程不通过。

2、宅在华人圈

出国留学在海外很容易形成华人间的朋友圈，彼此之间相互照顾，淡化思乡之情、感受家的温暖，无可厚非，可一旦宅在自己的小圈子里，刻意减少或者拒绝与其他人的接触与交流就未免有些得不偿失。如果真的如此，可能会出现在西班牙留学多年仍西班牙语不过关，对当地文化也知之甚少的局面，适应西班牙文化更无从谈起。

3、炫富

切忌炫富，这会让别人认为是不成熟的表现，真正有内涵、成熟的人从来不会拿身外的事物来炫耀。学校里拿到好成绩才是值得骄傲的事情。

4、崇洋媚外

中国在外国人眼里是一个古老而神秘的国度，上下五千年的灿烂文明以及与西方世界迥异的文化是吸引他们的地方。儒家说的仁爱，释家说的和谐，道家说的真诚，在国外人眼里一切都是那么的神秘。中国上下五千年的文化在世界正掀起一股中国风。西班牙有很多吸引我们的地方，但是我们也不能妄自菲薄，出国后我们代表着中国的形象，与外国同学交往要自尊自爱，不卑不亢。
